Here's the pitch - "When Marvel Girl, the maybe future daughter of Sue Storm and Dr. Doom, travels back to our time to avert a horrible disaster, she gathers together the only heroes strong enough to save the multiverse:
X-23 - Laura Kinney, female clone of Wolverine with healing factor and adamantium claws.
Hope Summers - mutant mimic who grew up in an apocalyptic future as Cable's daughter.
Lyra - the Savage She-Hulk from an alternate future, daughter of the Hulk and Thundra.
Hawkeye - Kate Bishop, young Avenger and protege of her namesake.
Troll - Gunna Sijurvald, daughter of a Troll and an Asgardian.
Mania - Andi Benton, bonded with the Venom symbiote when the current Venom used the symbiote to save her life.
Can these 7 teen girls really save all of existence? Or will they run out of time??"
(Time travel is one of the themes of the book)

Notice we have an FF type (time traveler/adventurer), a Wolverine type (fighter), a Cable type (leader/weapons expert), a Hulk (strength), an archer/Avenger, a Thor type (strength plus outsider), and a Spider. But no goody two shoes heroes (no Spider-Girl, American Dream, Lightspeed, etc etc).
These chicks are all bad ass (except Marvel Girl, the anomaly who gathers them together).
The costumes are all different colors, too, so it works visually.
X-23, Hawkeye and Hope Summers were all featured in previous titles, and Lyra had a miniseries, so there's some popularity to work with besides the Avengers/X-Men/Spider-Man/Hulk/Fantastic Four connections.

Marvel launched two titles with all female teams (X-Men and Defenders), so why not an all girls teen comic book?

Marvel has never had a 'Teen Titans' type comic. That is, a superteen team composed of proteges/sidekicks of the popular heroes. They've always been limited to one of the sub-universes (Young Avengers & ANext were young heroes based on the Avengers, while New X-Men & Young X-Men were based on the X-Men). There's never been a Marvel-wide team of superhero teens. They've certainly tried, from New Warriors to Avengers Initiative to The Young Allies to Avengers Academy and back to New Warriors again, but all of these series are hobbled due to the fact the members of those teams had no connection to the major heroes, and were little known. Oddly enough, Marvel launches a lot of new series with new and/or little known heroes, so it comes as no surprise when they fail. I know why they do it. The creators want the freedom to tell their story without seeking clearance from another editor. But when Spider-Man and Iron Man, etc., appear in half a dozen comic book series with no conflicts, that argument falls flat. To get sales, they need the most recognizable characters. They need an all-star team book besides the many Avengers titles. It took Marvel 20 years to realize The Avengers would never be truly successful without the 'Big Guns' (Captain America/Iron Man/Thor), and look how that worked out. Mega-selling comics and one of the most popular movies ever! So where's the 'Big Guns' teen book? Which is where Teen Force comes in. It has an FFer, a few Avengers, a Hulk, some X-Men, even a Spider, the whole gamut of the Marvel U.

Variant Cover - I wanted to show them all badass and cool, and I remembered Marvel once had a cover where all the heroes smoked cigars. I thought that was cool because they're doing something that's frowned upon by society. What can the girls do that's socially unacceptable? Teen Mom is popular on TV, even though teen pregnancy is seen as a big problem. So let's give them all babies! Why not? Marvel gave Jubilee one ('cept these little tykes are all natural/not found lying around somewhere), and they do enough 'Marvel Babies' variant covers. Where do they think babies come from?
So it's social commentary and comic book commentary, plus a cool, funny cover. It's a variant cover. In Teen Force the series, they wouldn't have babies. Although it would be priceless if Troll had a baby. She'd breastfeed it in front of everyone!
